No. A use-in-commerce application actually costs less than an intent-to-use application in the long run. Even though both have the same filing fee initially, an intent-to-use application requires a Statement of Use to be filed and paid for later in the process, making it more expensive in total. A use-in-commerce application has no equivalent post-filing fee.
