Can anyone use the Madrid System to register a trademark internationally?

Anyone who is a national of a Madrid System member state or has a domicile address or business there can use it to register trademarks in other countries belonging to the system. However, please remember that even though you might request international registration, the right to grant protection belongs to each state or contracting party.

To obtain the rights, the international application must be based on a national application filed in one of the member countries.
